 Domestic Property Surveys

October 23, 2026

When buying a property, understanding its condition can help you make a more informed decision. A **Level 3 Building Survey** is the most detailed of the commonly used RICS home survey levels and is often suitable for older, larger, altered or unusual properties, or homes where significant defects are suspected.

In this guide, we explain what a Level 3 Building Survey usually covers, what the report can tell you, and when you may want to consider one. The precise inspection and report will depend on the property, the surveyor’s terms of engagement and what can safely be accessed on the day.

## What is a Level 3 Building Survey?

A Level 3 Building Survey is a detailed inspection of a property's condition. It aims to give you a fuller understanding of the building, its construction, visible defects and the risks associated with those defects. You may also hear it referred to as a building survey or, historically, a full structural survey, although the scope of services can vary.

It is generally more comprehensive than a Level 2 survey, with more detailed commentary on the condition of the property and the likely causes, implications and possible remedies for significant defects.

## Which properties may need a Level 3 Survey?

A Level 3 survey may be worth considering if you are buying:

- An older property, particularly one built before modern construction methods became common.
- A listed, historic or architecturally unusual building.
- A property built using non-standard materials or construction techniques.
- A home that has been extended, altered or substantially refurbished.
- A property where you have noticed cracking, damp, roof issues or other signs of deterioration.
- A home you plan to renovate, modernise or adapt significantly.
- A building where you want a more detailed explanation of defects and maintenance needs before proceeding.

The right survey depends on the individual property and your plans for it. If you are unsure which level is appropriate, discuss the building’s age, type and visible condition with your surveyor before booking.

## What does a Level 3 Building Survey inspect?

The surveyor will inspect accessible parts of the property and describe the construction and condition of the main building elements. The extent of the inspection depends on access, safety and the agreed scope.

### 1. Roofs, chimneys and roof spaces

Where safely accessible, the surveyor will examine roof coverings and visible roof structures, along with elements such as chimneys, flashings, gutters and rainwater pipes. The report may identify signs of wear, leaks, timber deterioration or other defects, and explain where repairs or further investigation may be needed.

### 2. External walls and structure

The external inspection may consider wall construction, brickwork or other finishes, pointing, external joinery, visible movement, cracking and signs of moisture penetration. The surveyor will explain significant observations and may recommend specialist advice where the cause or extent of a problem cannot be confirmed during a visual inspection.

### 3. Internal rooms and building elements

Inside, the surveyor will inspect accessible walls, ceilings, floors, stairs, doors, windows and other relevant elements. They will look for visible defects such as cracking, distortion, damp indicators, damaged finishes and signs of previous repairs. Furniture, floor coverings and stored belongings can restrict what is visible.

### 4. Floors, basements and accessible concealed areas

Where present and safely accessible, basements, cellars, under-floor areas and other accessible spaces may be inspected. The surveyor may comment on visible ventilation, moisture, timber condition and other concerns. A Level 3 survey does not automatically include opening up the building fabric or moving heavy items to reveal concealed parts.

### 5. Windows, doors and joinery

The surveyor will consider the visible condition of windows, external doors and other joinery, including signs of deterioration, damage or poor fitting. Some items may not be operated if doing so could cause damage or if access is restricted.

### 6. Services

Visible parts of services such as heating, plumbing, drainage and electrical installations may be observed, and the report may comment on their apparent condition. A building survey is not a substitute for specialist testing or a dedicated electrical, gas, heating or drainage inspection. The surveyor may recommend checks by an appropriately qualified specialist.

### 7. Grounds, boundaries and outbuildings

Where included in the agreed scope and accessible, the surveyor may inspect paths, drives, boundary features, retaining walls and outbuildings. They may report on visible drainage concerns, trees or vegetation close to the building, and other external factors that could affect the property.

## What will the Level 3 report tell you?

A Level 3 report provides a detailed account of the surveyor’s findings. Depending on the property and the issues identified, it may include:

- **Construction details:** an explanation of the materials and methods used in the parts of the building that can be inspected.
- **Condition and defects:** descriptions of significant issues observed during the inspection.
- **Possible causes and implications:** an explanation of what may be contributing to a defect and why it matters, where the evidence allows.
- **Repair and maintenance advice:** recommendations for repairs, upkeep or further assessment.
- **Priorities:** guidance on issues that may need prompt attention and those that can be planned for over time.
- **Further investigations:** recommendations for specialist checks where a visual survey cannot establish the full position.
- **Risks and limitations:** details of areas that could not be inspected and any uncertainty this creates.

The report is based on the inspection and information available at the time. It can help you understand the property’s condition and plan next steps, but it cannot guarantee that every defect—including hidden defects—will be identified.

## What is not normally included?

Although a Level 3 survey is detailed, it is not an invasive investigation by default. The surveyor generally will not dismantle building elements, lift fixed floor coverings, move heavy furniture or stored possessions, or carry out destructive tests unless this has been separately agreed.

Specialist testing is also usually outside the standard inspection. Depending on the findings, you may need separate checks for electrical installations, gas appliances, heating systems, drains, timber pests, asbestos or other specific concerns. The report should explain when further advice or investigation is recommended.

Access and safety can also limit the inspection. If an area cannot be reached or viewed, the surveyor should explain the limitation and, where appropriate, advise you on the next steps.

## Does a Level 3 Building Survey include a valuation?

Not automatically. A condition survey and a property valuation are different services. If you need a market valuation, check with your surveyor whether it is offered and whether it is included in the quotation or needs to be arranged separately.

## Level 2 vs Level 3: what is the difference?

A Level 2 survey is generally aimed at conventional properties in reasonable condition, while a Level 3 survey provides a more detailed inspection and report and is often more suitable for older, altered or complex buildings, or where more extensive defects are suspected.

The best choice is not simply about selecting the most detailed option. It is about choosing a survey that is appropriate for the property's age, construction, condition and your plans. Ask the surveyor to explain the scope, limitations and report format before you instruct them.

## Frequently asked questions

### How long does a Level 3 Building Survey take?

The time on site varies with the size, age, layout, construction and condition of the property, as well as access. Larger or more complex buildings may take considerably longer than a smaller, straightforward home. Ask your surveyor for an estimate based on the property you are buying.

### How soon will I receive the report?

Turnaround times vary according to the surveyor and the complexity of the inspection. When booking, ask when you can expect the written report and whether the surveyor can discuss the main findings with you afterwards.

### Will a Level 3 survey find every hidden defect?

No survey can guarantee that all hidden defects will be discovered. A Level 3 survey is detailed, but it is still limited by access, visibility and the agreed scope. If the surveyor identifies warning signs, they may recommend further specialist investigation.

### Is a Level 3 survey suitable before renovating?

It can be very useful when assessing a property before renovation because it may identify defects, maintenance needs and areas requiring further investigation. However, it is not a substitute for a measured building survey, structural engineer’s design, project-specific inspection or specialist reports that your renovation may require.

### Should I choose a Level 3 survey for an older house?

Older homes often have different construction details and maintenance needs from modern properties, so a Level 3 survey may be appropriate. The decision should be based on the particular building, its condition and the advice of your surveyor.

## Arrange a Building Survey

Buying a property is a significant commitment. Understanding its condition before you proceed can help you make a more informed decision and plan for maintenance or repairs.

*Please note: the scope of a survey depends on the surveyor’s terms of engagement, the property and the areas safely accessible at the time of inspection. Confirm the precise service and report format before booking.*
